PECULIARITIES OF INFORMATION COMPETENCE FORMATION OF STUDENTS WHEN STUDYING THE DISCIPLINE “MEDICAL INFORMATICS”

The article is devoted to the formation of information competence of medical Institute students. Information competence involves mastering and use of modern information and communication technologies to solve specific professional problems. The article presents basic theoretical sections of the training program of discipline “Medical Informatics”, taking into account the specifics of the medical institute students. The study also includes software, medical information systems, and the results of the experiment testing. The results show that students with high levels demonstrate formed skills of information presentation and request, guide the dialogue, organize feedback on the lesson, master the system of knowledge of information technology, are active on the lectures, laboratories and workshops, always strive for self-improvement, easily manage medical information system. Intermediate students have the skills to search for information, master the computer technology and software, have the system of knowledge in information technology and healthcare information systems, but has not enough practical skills. Low-level students demonstrate weak skills of information research, difficulties in the dialogue, lack the ability to use information and communication technologies in educational process, lack of desire for self-improvement, passivity in the classroom. Information competence formation of students of medical Institute showed a positive trend. There has been a qualitative change in the information knowledge and skills.
MODERN AID SYSTEM FOR PRESCHOOL CHILDREN WITH COMPLEX DEVELOPMENTAL DISABILITIES

The article analyzes the current legal and practical basis in the field of preschool education as an essential element of comprehensive care to children with disabilities. The author comes to conclusion that one of the main tasks of modern correctional aid to children is finding administrative and legal resources for wide implementation in practice of scientifically grounded and experimentally tested system of preschool education of different groups of children with developmental disabilities. The essence of the system of preschool education is an early (in the first months of life) correctional child support and work with the family; differentiated approach to the content of education and training of preschool children with different combinations of primary disorders and deviant development options (child blind and visually impaired, deaf visually impaired, deaf, implanted with additional impairments, deaf-blind and mentally retarded children, children with severe mental retardation, children with emotional disorders and other variants of deviant development). The researchers emphasize that the system is not only aimed at correcting deviations in the development of the child, but on a much more active involvement of the family in the pedagogical process (E. R. Baenskaya, V. Z. Deniskina, A. V. Zakrepina, L. A. Golovchits, S. B. Lazurenko, M. M. Liebling, T. Nikolaeva, E. A. Strebeleva, N. D. Shmatko, G. V. Chirkina).
THE SYSTEM OF ORGANIZATIONAL AND PEDAGOGICAL CONDITIONS TO ENSURE THE IMPLEMENTATION OF THE PROJECT “ELECTRONIC JOURNAL” IN AN EDUCATIONAL ORGANIZATION

The aim of the scientific research was to create a system of organizational and pedagogical conditions for the implementation of the project “Electronic Journal”. The author suggested that successful implementation of the project depends on the quality of the system of organizational and pedagogical conditions. After the research of the practical experience, the author presented his vision of organizational and pedagogical conditions in secondary school № 5 (Kirovo-Chepetsk, Kirov region) for the implementation of the project “Electronic journal and an Electronic diary”. According to the author's interpretation, the system is a set of student-activity, information and communication, methodical, personnel and technical conditions. This theoretical conclusion was verified by the following methods: general theoretical methods (analysis, synthesis, generalization, classification, induction, deduction, etc.); theoretical methods (reading of psycho-pedagogical literature, modeling and mathematical methods) and empirical methods (observation, interview, reading documents, product performance and familiarization experience). Conversations and interviews of teachers, students and administrators of educational institutions resulted in recommendations for the management of the educational organization for the advancement of the project. So, the author has reached the goal. The author has found a way that allowed the organizational and pedagogical conditions of introduction of electronic journals represented as a system. The completeness and integrity of the system became the basis for high performance implementation of the project.
ROLE OF THE SOCIAL PROJECTION IN THE FORMATION OF PROFESSIONAL СOMPETENCES OF MEDICAL STUDENTS

The article examines the role of social projection in the formation of professional competencies of medical college students. The author gives the definitions of general competencies, professional competencies and social projection. The article reveals the possibilities of the formation of professional competencies in the preparation and implementation of a social project, which is based on socially significant problem. Social project is not only the result but also the process that consists of such stages as the elaboration of the concept, assessment of viability, planning, budgeting, presentation, preliminary control, implementation, correction, completion and liquidation. The author points out the connection between the willingness of the future specialist to professional activity, which depends on professional knowledge, personal qualities, experience and potential of the social project. At the stages of social project it’s possible to generate, track and measure certain competencies. Professional competences are not formed as the actions of a teacher, but as professional abilities and skills of a student. The process of formation of competences requires the creation of specific educational situations that allow the teacher to model and to carry out effective control over the activities of the student and to provide vocational and professional theoretical and practical readiness of students for the implementation of a future professional activity. It’s possible to use social projection to solve these problems. In addition, the implementation of social projects activates creative thinking, helps to develop the ability to solve new problems, and contributes to a more productive mental activity. The project activity is the effective method of a professional personal development, improving of the reality and of oneself.
MODEL OF SOCIAL MOBILITY EDUCATION OF 8TH – 9TH GRADES STUDENTS IN THE MUNICIPAL SYSTEM OF EDUCATION

This article is devoted to presenting the model of social mobility education of 8th – 9th grades students in the municipal system of education. This model consists of targeted, content-procedure and corrective blocks. The developed model reflects legal and theoretical backgrounds of social mobility education, the subjects of education (not only teachers and representatives of the municipal educational institutions, but also students, parents, specialists of municipal education authorities, teachers of additional education and other institutions of science, culture and sport). The developed model includes the species of pedagogical support that are chosen depending on the individual characteristics of students and on the level of social mobility. These levels are also included in the model. The study used the methods of synthesis and pedagogical modeling to achieve the goal. The result of the article is the concrete model of social mobility education of 8th – 9th grades students in the municipal system of education. Scientific novelty consists in identifying two aspects of social mobility education: in and out of the learning process. Practical novelty of the study is in the ability to implement the model in the municipal education system for social mobility education of students.

The article discusses the role of professionally oriented tasks in the course of professional competence formation of technical college students. Particular attention is paid to the mathematics as a base for exploring professional modules. The purpose of the study to determine the conditions of effective use of professionally oriented tasks as a means of implementing interdisciplinary connections when learning math in college. The study was conducted at the base of Yoshkar-Ola Agricultural College of Volga State University of Technology. To achieve the objectives and to create the conditions for effective use of the material it was necessary to use a set of theoretical and empirical methods of the relevant subject matter and purpose. The theoretical basis of the study were systemic, competence and student-activity approach. The study examined the necessary conditions for the use of professionally oriented tasks as an effective means of implementing interdisciplinary connections in the learning process. Interdisciplinary connections of one of the branches of mathematics with specialized subjects and professional modules for specialty 35.02.08 “Electrification and automation of agriculture” are shown by a concrete example. Thus, the article confirms the assumption that the use of professionally-oriented tasks in the process of teaching mathematics in the technical colleges can increase students’ motivation to study mathematics, to create the necessary basis for the study of subjects of professional cycle, and thereby to raise the level of professional training of future specialists.
THE PROMINENT NATIONAL EDUCATORS OF THE MIDDLE-VOLGA REGION

The article contains biographical facts and merits of the representatives the first generation of national educators of the Middle Volga region of Russia in the second half of the XIX-th century. The study shows the causes of the great need in the development of education, the opening of the national schools, teacher training national personnel in the specified period of history. The focus of the attention are two great educators of the Middle Volga region: Vassiliy K. Magnitsky and Ivan V. Yakovlev. Both scientists were members of national minorities (Mari, Udmurt and Chuvash). The both ones were dedicated teachers, the founders of educational institutions, the authors of textbooks and teaching materials, ethnographic and historical articles. The article listed the creative and scientific contacts of both educators with prominent figures of the time, such as N. I. Ilminsky, A. P. Schapov, N. J. Agafonov, K. N. Lavrovsky, N. I. Zolotnizky, I. S. Mikheev. The study shows the participation of V. K. Magnitsky in the so-called Multan case. The article presents a description of activity of V. K. Magnitsky and I. V. Yakovlev by eminent contemporary scholars (V. G. Dolgushev, G. N. Volkov). As a result, it is concluded that the prominent national educators paved the way for the further development of their peoples.

The new goal of education, as articulated in the GEF and in the 2020 strategy “Our new school”, is education, social and pedagogical support of development of a highly moral, responsible, creative, active, competent citizen of Russia. This goal resonates with one of the strategic objectives included in the list of priority directions of development of the state, namely the increase in the level of economic and financial literacy of the population. This refers to the development of young people's ability to understand how the various finance manipulations can affect the life of an individual, to know the processes in the economy that can have an impact on the life of the enterprise, the country, the world, as well as the ability to properly dispose of their income, to assess the impact of expenses, to plan a personal budget. One of the urgent tasks of professional education is to prepare young people for productive professional activity. This requirement involves the formation of the younger generation mobility, quick response to changing market conditions; formation of economic consciousness with a holistic view of the system of economic relations; understanding the mechanisms of functioning of the economic and social institutions; ability to handle economic terminology. In a word, it is necessary to shape the economic competence of the person as a part of the knowledge necessary for the prosperity of the individual. The need of the state in solving the problem of increasing the level of economic education is reflected in the strategic objectives of the National Doctrine of education development in Russia. This article describes the main problems of secondary vocational education associated with the search for methods of generating economic and financial literacy of students of noneconomic specialties through the introduction into the curriculum of the course “Fundamentals of budget literacy”.
MODELS OF THE BASIC PROFESSIONAL EDUCATIONAL PROGRAM OF MID-LEVEL SPECIALISTS TRAINING

The article deals with the realization model of the main professional educational program for training specialists of average link in studying Federal State Educational Standards. The model stands out integrated result of development of the educational program (general and professional competence, knowledge, skills, experience). Educational activity is considered as a process of interaction between the intellectual and creative abilities, reflection and motivation. The difference of the proposed model of the existing is the reliance on the formation of two directions: the formation and development of professional individualization (subjectivation) as complex of special knowledge, skills, and abilities; and development and formation of a personality (professional socialization) in the process of development of mental abilities and qualities formed in practice. According to the offered model, the formed qualities and abilities of a trained “are organized in some union, reminding the structure a pyramid” – the four-component competence-based model. The result of the educational program mastering is the final qualification work performed during the last year and based on the mastered professional modules. The result of qualification work is developed and introduced product of intellectual activity. Considering internal and external factors in the educational program, the result of training is connected with the created competence of a graduate allowing carrying out types of professional activity. The offered model was successfully approved in Vyatka College of Culture in 2011–2015 when passing a full course of training on Federal State Educational Standards of Specialized Secondary Education for students from Art and Culture group. The article contains the competence-based profile of the program results, methodical tasks for adaptation of training materials and methods in Specialized Secondary Education with General Education in order to complete transition to Federal State Educational Standards in Specialized Secondary Education.
SOCIAL DESIGN IN THE FIELD OF SPIRITUAL AND MORAL EDUCATION OF CHILDREN AND YOUTH

Article is devoted to the actual and insufficiently studied sphere of science and practice – organization of social planning in the field of spiritual and moral education of children and youth. The article describes the scientific and methodological foundations of social planning, methodology of social planning. The study reveals a number of concepts, such as social planning, subjects and objects of social planning, essence of social planning, types of projects, technology of social project development, requirements to a social project, plan of action and stage of practical steps. The substantial potential of social planning techniques is justified in theory. The study gives examples of social projects aimed at the spiritual and moral upbringing and development of children and youth. The article describes the project “There is a Holiday”, its relevance, purpose, objectives, nature, and opportunities to continue its implementation. The article states that nowadays youth shows low interest in the history of the country, in the importance of state and non-state holidays. It is also noted the importance of creating conditions for the spiritual and moral education of young people, raising civic awareness. This prompted the development and implementation of the project. The study characterized voluntary actions dedicated to the Day of National Unity and Victory Day, organized in the framework of the project. The article notes the actions of volunteers - members of the Club of Orthodox Youth “While the candle burns” – in educational institutions to beneficiaries (trainees and students, with the inhabitants of the city) during the period of voluntary actions. The study makes the conclusion about the importance of social planning to achieve the goals and objectives in the field of spiritual and moral education of children and youth.
STEM – NEW APPROACH TO ENGINEERING EDUCATION

The article considers such important issues as the improvement of engineering education, particularly, a new direction of STEM-education. The purpose of research is to analyze the nature and content of the STEM-education, to identify the main problems and contradictions, and to identify the main approaches to its development. These tasks have been solved with the help of complex theoretical methods, relevant subject matter and purpose. Theoretical and methodological basis of the study were systemic, competence and student-activity approaches. The study identifies a number of significant problems and contradictions in implementing STEM-education. The traditional education system does not fully meet the requirements and demands of education and training of the workforce of the XXIth century. There is a decrease of motivation for teaching STEM-subjects and career choices of this type. There is a low level of academic achievement in the disciplines of physics-mathematics, and the lack of ability to address the real problems that require knowledge and applications of STEM-disciplines. The article highlighted the complexity and diversity of STEM-education. Thus, to address issues related to the lack of STEM-literacy, a variety of programs to mind the direction and level of complexity are being developed. The study summarizes the main approaches to the development of these programs, and identifies three key factors in STEM education reform direction. It is noted that all the world's leading countries have published national reports containing recommendations for the implementation of the STEM-education reform, and are working on the development of curriculum K-12 STEM, as well as on the development of informal STEM-education programs.
POSSIBILITIES OF NEUROPSYCHOLOGICAL DIAGNOSTIC OF DISABILITIES IN DEVELOPMENT RISK AT PRESCHOOL AGE

The article examines the possibility of using neuropsychological approach in identifying children at risk of formation of disabilities in development at preschool age. This approach is the most systematic in the diagnosis and correction of mental development of children as the comprehensive neuropsychological diagnostics at the level of higher mental functions reveals weak cognitive mechanisms that cause the majority of problems, and plan effective correctional work. The article provides an overview of the most common techniques of psychological-pedagogical diagnosis of abnormal development and neuropsychological diagnostic systems, adapted to the children's age. Based on the analysis of the results of examination of 3-7-year-old children, realized in the framework of a research project № 14-16-12004 (p) with the financial support of the Russian Foundation for Humanities, the study proposed a model of neuropsychological diagnostics of preschool children. The diagnostic program is based on an assessment of statistically significant differences between the results in the groups of children with different age and clinical and psychological status. The model consists of several blocks, and comprises the steps of screening diagnostics and advanced diagnostics, presupposes the use of neuro-psychological trial and traditional methods of collecting anamnestic information about the features of mental development of children. Diagnostic complexes approved as part of the project, provide the capability for early detection specificity of formation of higher mental functions using neuropsychological approach.
PSYCHOSOCIAL COUNSELLING OF “THE BAD PARENTS” IN EDUCATIONAL INSTITUTIONS

The article is devoted to the peculiarities of counseling so-called non-motivated or “bad” clients by the educational psychologists. The article deals with counseling of parents, who are sent to a psychologist by the teachers or by the administration of the institution. In such cases, parents often take the position of “I'm not in it” and “It's not my problem”. The article discusses ways of making contact and engaging parents to work together for the good of the child. One of the conditions for a successful outcome is to establish a trusting relationship with the parents of a child, which is a concern of teachers by his behavior or his academic performance. Another condition is an explanation of how the child's problems may be associated with problems of parents. To do this, it is necessary to explain to the parents that within the family system it is impossible to solve in isolation the child's problems without involving his family. A special group is cases where a child has serious problems associated with disabilities in development, and parents do not want to admit it. The article indicated psychological defense mechanisms that explain this attitude of parents. The study examined the tactics of “double forecasts”, in which it is necessary to clarify what can happen if you do not deal with the child and not listen to the recommendations of the experts, and how to overcome the backlog or behavioral disorders, thanks to the timely help to a child. There are parents with consumer motivation, who are trying to shift responsibility for their child on the shoulders of others. In such cases it is necessary to reorient the parents in terms of responsibility. As long as they do not take responsibility for changes in their lives, no psychologist will not help them. Finally, there are the parents, the work with whom is useless, as they are socially maladjusted persons dependent on alcohol or drugs, or mentally inadequate. This requires a different kind of assistance and other professionals.
OVERCOMING PROFESSIONAL BURNOUT OF THE SUBJECT OF LABOR: ISSUES AND APPROACHES

The paper outlines the key issues to overcome the professional burnout of the subject of labor. These issues are associated with the present stage of the study of the phenomenon: disconnects, diversity, episodic and symptomatic character of the proposed methods and techniques; scarcity of examples of systematic approach to solving the problem. The paper attempts to summarize, available mainly in the domestic psychological theory and practice, approaches to overcome burnout, based on different theoretical and methodological positions. Among these approaches, there are classical approaches to the Russian psychology (systematic, subjective, systems genetics approaches) and with foreign sources of occurrence (existential, resource-based approaches). The article also focuses on the modern methodological approaches of the national psychology – metasystem (A. V. Karpov) and the approaches with the eclectic nature (subject-activity, subject-resource approaches). It is shown that approaches to overcoming burnout may be based on theoretical grounds to the definition of the phenomenon of burnout. All this defines the objectives, the direction, the structure, and the psychotechnics to overcome burnout. Special attention in every approach is paid to the development of metacognitive ability of the subject of labor – reflection, as well as to the regulatory powers, in particular – self-regulation. This article states that self-regulation is systemic and involves various levels of human organization (L. P. Grimak), which also extends the capabilities to overcome the professional burnout.
SYNTACTICALLY INCOMPLETE CONSTRUCTIONS IN THE MARI LANGUAGE

This article analyzes the syntax of incomplete constructions in the Mari language as a means of expressing the subjective modal meanings. Considered constructions belong to the speech level, do not have their own models and grammatical meaning, characterized by structural and intonation incompleteness. It creates the effect of colloquialism in the texts of the artistic style. Informative and uninformative statements reviewed, taking into account the logic and information, and emotionally expressive functions. The meaning of a formal expression of information can be identified from the context (often the previous), or the situation in the informative structures. Also part of the case as the text appears truncated. The structural features of the uninformative constructions is that it contains a syntactically dependent word in the absence of basic components. The meaning of such statements is detected neither from the context nor from the situation. The article describes the structures that are indicative of various mental states and emotions of the speaker (confusion, uncertainty, confusion, inability or unwillingness to express a thought, the state of search for the right word, ability to adequately express ideas, frustration, disappointment, regret, confusion, resentment, resentment, anger). The structures, expressing confusion, uncertainty, confusion, bewilderment, uncertainty, are often accompanied by particles -zhe (-zho, -zhy) mozho in the Mari language. In Russian, it partially corresponds to the particle -to. Such messages are characterized as undefined, not prepared. Syntactically incomplete statements also reflect one of the laws of verbal communication and serve as an indication that the speaking subject escapes definitive approval under the influence of maxims of politeness.
NAMES OF THE HUMAN BODY BONES (OSTEONYMS) IN THE MARI LANGUAGE

Somatic lexicon is an important part of the vocabulary of the Mari language. That is why it is important to investigate it to determine the historical development of the Mari language and to identify interlanguage and interdialectal lexical relations of the Mari language. Somatic terms of the Mari language, as well as other related languages, evolved over thousands of years. Somatisms considered archaic and resistant to changes by components lexical system of language. That is why it has always been used to solve many important problems in the history of the Mari language. This article describes one of the lexical-semantic groups of somatic vocabulary - the names of the human body bones. The totality of osteonymic vocabulary is divided into the following lexical-semantic groups: 1) the names of the bones of head, 2) the names of the bones of the neck and trunk, 3) the names of the bones of the upper limbs, 4) the names of the bones of the lower limbs, 5) the names of the skeletal system of human body as a whole.
UNIVERSAL SITUATIONS AS AN EXAMPLE OF LITERARY UNIVERSAL (BASED ON THE NOVEL “AT DAGGERS DRAWN” BY NIKOLAI LESKOV)

There are general ideas expressed in notions (in terms) in any branch of human knowledge. Traditionally it can be highlighted as follows: scope of ontological universals, anthropological universals, scope of the national and mental universals, mythological universals or universals, dating back to Antiquity, universals of the Russian spirituality, socio-cultural, language (linguistic) universals or linguistic phenomena (properties, characteristics), found in all languages and common to all languages. There are also translation universals. Literary universal is a textual phenomenon with its own structural and semantic expression and appropriate, that is universal (repeat and total) form. The literary works include the universal situations, the totality of which is characterized by a unique (specific) plot. Based on the novel “At daggers drawn” (1870–1871) the authors of this article consider the implementation of the universal situations of leaving and returning home in Nikolai Leskov’s writing. In constructing the plot of the novel writer resorts to the universal situations of leaving and returning home. The study found that the Leskov’s image of home, as a place with the atmosphere of peace and comfort, agrees with the concept of home in the traditional Russian culture, native to the writer, and causes the characteristic features of the author's worldview. Referring to the universal situations of leaving home and unsuccessful attempts to return, Leskov shows how the loss of the home provokes a degradation of the person, renouncing his roots and his native place, the loss of moral guidelines.

The article discusses the problem of the anthropomorphism of dragons and serpents in the Russian and British folklore based on the material of fairy tales, epics and legends. In Russian folk tradition, the author identifies two faces of the serpent. The first one is characterized by the predominance of zoomorphic features; it is associated with other supernatural beasts, among which a bird and a lion can be pointed out. The second variation is anthropomorphic; this version of the serpent lives in a human dwelling, uses cold steel etc. The image of the anthropomorphic serpent in Russian fairy tales is quite close to the one of the ruler of the foreign kingdom. This kingdom is connected with the idea of the other world. There is no distinct boundary between the above-mentioned variations of the image of serpent. In Russian epic songs, the monster reveals much more evident in connection with the image of the aggressive foreign invader. In the anthropomorphic version of the image, the human features prevail while the serpent features are sometimes interpreted in a new, more rational way. Conversely, in British legends the image of the dragon or serpent is profoundly zoomorphic in most cases. The monster here is an aggressive predator, which, unlike its Russian equivalent, shows no signs of reason or ability to speak. Lastly, serpentine creatures in British fairy tales are close to the zoomorphic serpent from Russian folklore. The functions of the Russian fairy anthropomorphic serpent are carried out in the English versions of the same or analogous fairy plots by the other monstrous anthropomorphic creature: the giant. The images of the female-monsters – she-serpents in Russian fairy tales and female-giants in the British ones – also reveal the commonness of the external features and the way of acting. The conclusions are illustrated by the examples from the sources of the folk texts.

features of the agenda-setting in corporate mass media and comparison of the obtained data with indicators of a reality allows to define the effect of the agenda-setting. Comparison of the results with data of audience sociological polls can be used as the instrument of determination of corporate mass media effectiveness. There are several methods used in the research: content analysis, comparison, systematization. The materials of the newspaper “Volgskaya Magistral” of the JSC “Russian Railways”, published in 2014, their subject and the emotional coloring are analyzed in the article. Proceeding from results of the research, we can draw a conclusion that the greatest attention in the corporate newspaper “Volgskaya Magistral” is paid to the questions of the organization of corporate communication. It is also about the people who work at the company, about the covering of entertaining and sporting corporate events, introduction of new technologies and purchasing of new equipment, culture and education. Thus, the majority of the topics, which reflect life of the industry and interests of company staff, is covered. At the same time, in most cases, the newspaper generated a positive agenda in which there is no place the topic of accidents on the railway. Therefore, the agenda of the corporate newspaper not completely reflects a real state of affairs.

The article is devoted to the study of improving the news service in the structure of public-political radio. In the article, political radio is defined as a special type of media, characterized by responsiveness, accessibility, breadth of the audience. Currently in the process of structuring Russian radio stations is almost complete and we can say that the socio-political radio is a distinct type of radio in its content. Naturally, every socio-political radio during the activity generates a mechanism of interaction of structural units of the news service and an optimal or near-optimal model of the interaction between them, ensuring the proper operation of the information service. "Radio Russia" is one of the leading socio-political radio stations in the national media space. That is why the study of the most important aspects of the media news service is of great practical importance and relevance in the context of the development of radio as a mass media in Russia. The basis of the work of information services are the activities of journalists, which provide a timely flow of information, its processing and playout. Professional task of a journalist on the socio-political radio have his own specifics. The generalization of the practice of professional activities, analysis and conclusions determine the relevance of the topic research in the general context of broadcast journalism as a form of journalism.
