The period of the Great Patriotic War became a landmark for the establishment of institutes of higher education in the republic. They developed under the pressure of evacuated establishments, but they had a swift and bright way of foundation. In the central orders and decrees of 1942 on training and professional advancing training it was written that conditions of wartime required maximal advancement of work in all the sections of establishments, particularly, in training of cadres, educating new specialists and creation of new reserves.
