The article discusses budgetary mechanisms supporting the development of the industrial potential aimed at providing for the sustainable financial development of a region. The problems of balanced budgets of Russian subjects are examined. Further, the author makes a conclusion about the necessity to strengthen the budget income base of the Russian subjects. Step by step strategy ensuring the sustainable financial development of the consolidated budget income base of a Russian subject has been developed. The author examines the measures for the sustainable financial development in industry, as well as state support and financing of the small-scale entrepreneurship.
