ON A COEFFICIENT INVERSE PROBLEM FOR THE WAVE EQUATION IN A BOUNDED DOMAIN WITH A BOUNDARY CONDITION OF THE THIRD KIND
UDC: 519.633.9
Section: NATURAL SCIENCES
Authors: M. Yu. Kokurin;
The article deals with the study of the nonlinear coefficient inverse problem for the wave equation in a 3D bounded domain with a boundary condition of the third kind. Given a family of equation solutions on a closed surface inside the domain, it is required to recover the coefficient at the second time derivative which determines sound velocity profile in the inhomogeneous medium. The inverse problem under examination is reduced to the linear integral equation of the first kind. The authors establish the unique solvability of the obtained equation and provide results of the numerical experiment.
THE UNIVERSE DARK MATTER AND THE LOBACHEVSKY – CHERNIKOV POTENTIAL
UDC: 530.19:531.26; 539.12
Section: NATURAL SCIENCES
Authors: V. M. Koryukin;
It is known that the classical physical theory must be the consequence of the consistent quantum theory. That is why repeated attempts to obtain the gravitational quantum theory were made, because the corresponding classical theory cannot be considered valid in terms of physics. We offer the solution of the given problem, taking the Lobachevsky – Chernikov potential, but not the Newtonian potential as a principle.
A POSTERIORI ESTIMATION OF SMOOTHNESS OF LINEAR IRREGULAR OPERATOR EQUATION IN HILBERT SPACE FROM THE OBSERVED CONVERGENCE RATE OF DISCREPANCY OF ITERATION METHOD FOR APPROXIMATE SOLUTION
UDC: 517.983.54
Section: NATURAL SCIENCES
Authors: V. V. Kljuchev;
The elementary explicit iteration method for approximate solution of linear irregular operator equation in Hilbert space is under consideration. In case of the integral equation of the first kind with Green operator of boundary problem for second order ODE the application of the iteration method for approximate solution illustrates the dependence between smoothness of the problem solution and convergence rate of the iteration method discrepancy, well-known in theory.

ION CHROMATOGRAPHY IN COORDINATION CHEMISTRY
UDC: 543.544.6
Section: NATURAL SCIENCES
Authors: N. V. Scheglova; T. V. Popova;
The potential of two-column ion chromatography for studying complexation reactions in solutions is demonstrated. It has been found that ion-chromatographic parameters can be used to determine the charge and the composition of complex particles. Chromatographic identification of chelates in solution and their quantification, together with the proposed calculation method, make it possible to estimate thermodynamic stability of individual complex particles.
DEAD BEE CHITIN AND CHITIN-GLUCAN COMPLEX OF HIGHER FUNGI GROWING IN MAR EL AS THE POSSIBLE SOURCE OF D(+) GLUCOSAMINE HYDROCHLORIDE
UDC: 547.541.64.995.12
Section: NATURAL SCIENCES
Authors: F. F. Sharnina;
Acid hydrolysis peculiarities of chitin-glucan complexes of higher fungi and dead bee chitin have been studied. The technology of extraction and purification of high quality D (+)-Glucosamine hydrochloride from hydrolyzate was developed. The composition, properties, and purity of the product were analyzed using a complex of physical and chemical methods. The yield of final purified product was 20–60 % depending on the content of chitin in the samples of CGC. As a result we had amino sugar which was white crystalline powder, odorless, readily soluble in water, slightly soluble in alcohol and insoluble in chloroform and in other types of organic solvents, which corresponds to the quality of standard D (+)-Glucosamine hydrochloride.
ACCUMULATION AND DISTRIBUTION OF RADIONUCLIDES IN THE BODIES OF THE AMERICAN ARBORVITAE GROWING IN THE URBAN ENVIRONMENT
UDC: 581:502
Section: NATURAL SCIENCES
Authors: O. L. Voskresenskaya; A. V. Leukhin; V. S. Voskresenskiy; A. R. Sazonov;
The paper presents the results of studies on the content and accumulation of natural and anthropogenic radionuclides in the American arborvitae (T. occidentalis L.), growing in environmentally different areas in Yoshkar-Ola. It is noted that the various organs of this type (needles, stems, roots), are characterized by unequal content of the studied radioelements. Plants growing in environmentally unfriendly areas of the city, are higher in natural radionuclides.

Section: ECONOMICS
Authors: A. H. Nikitina;
The Russian Federation has been undergoing the process of reforming public finances. At present, each level of governmental authorities is introducing special-purpose programmes aimed at enhancing efficiency of budget expenditures in the framework of result-oriented budgeting. Programme budgeting is based upon state programmes being currently developed at the federal and regional levels of the Russian budget system. Thus, state programmes which are closely connected with both the state and regional long-term development strategy and state tasks of municipal institutions, will cover the main part of budget expenditures.

COMPARATIVE ANALYSIS OF METHODS OF EVALUATING THE EFFECTIVENESS OF BUDGET EXPENDITURES
UDC: 336.14(470.343)
Section: ECONOMICS
Authors: A. H. Nikitina;
The improvement of the budget spending efficiency is one of area receiving much attention from the Government of the Russian Federation. Despite the widespread use of performance evaluation results, budget efficiency is often identified with the effectiveness of fiscal budget performance, frugality, rationality. From the author’s viewpoint, the evaluation of the budget spending efficiency should be carried out within the comparability of results and costs, which is a precondition for the consistent calculation. The article considers two approaches to reduce results and costs in budget sector to comparable values. The first approach consists in reducing budget expenditures to a money equivalent. The second approach means reducing both the result of budget expenditures and budget costs to a single abstract equivalent — an index.
